Which Province Governs Gold Horse Casino
Lloydminster sits in two provinces, Alberta and Saskatchewan, but Gold Horse Casino stands on the Saskatchewan side, so Saskatchewan rules apply at its door. The check below answers the same questions for a reader from either side of the line.

A casino on the Saskatchewan side
On the Saskatchewan side of the city, Gold Horse Casino sits at 3910 41st Street, Lloydminster, SK S9V 2K8. It stands along the Yellowhead Highway on Little Pine First Nation land within the City of Lloydminster. In its own words, the casino calls Lloydminster Canada's only border town and says it serves both Alberta and Saskatchewan. Inside, Saskatchewan's rules apply.
One clock runs on both sides of the line. The entire province of Saskatchewan keeps Central Standard Time (UTC-6) in every season. The Government of Saskatchewan says Saskatchewan time is always aligned with Alberta's. A posted closing time means the same thing to a visitor from either province.

Schematic, not to scale: which side of the line, not where on the map.
At the door
18 in Alberta, 19 at this door
Alberta sets its legal gambling age at 18. Anyone there who looks under 25 must be asked by casino staff for valid government-issued photo ID. Saskatchewan sets the line at 19. Saskatchewan casinos and PlayNow.com are both 19+, because The Alcohol and Gaming Regulation Act, 1997 counts everyone under 19 as a minor.
Gold Horse Casino follows the Saskatchewan rule. At every SIGA casino, a player under 19 is classed as a prohibited individual and cannot collect winnings. The same applies to people who are banned or self-excluded. In practice, an 18-year-old from the Alberta side can play at an Alberta casino but not at this one.
Whose rule at the door?
Enter an age and where you live. The Alberta rule stays on screen for comparison; the Saskatchewan rule is the one that applies.
- Saskatchewan: 19 is the legal gambling age, and at SIGA casinos anyone younger counts as a prohibited individual and is barred from collecting winnings.
- Alberta: the age is 18, but that rule applies in Alberta casinos, not at this door.
- SIGA Voluntary Self-Exclusion and Game Break cover all Saskatchewan casinos, this one included.
- All events are 19+; everyone staying in an RV on the lot must be 19 or older.
Self-exclusion on each side
Saskatchewan has two self-exclusion routes, and both reach this casino. Any SIGA casino will take a request for SIGA Voluntary Self-Exclusion. For 6 months to 5 years, the person is barred from all nine Saskatchewan casinos: the seven SIGA casinos plus Casinos Regina and Moose Jaw. Game Break, run by SaskGaming, covers all casinos in Saskatchewan for the same span and also applies to PlayNow.com. After it takes effect, no one can shorten or lift it.
Alberta's program works differently. AGLC's Self-Exclusion Program is enrolled online at selfexclusion.ca. Lasting one, two or three years or six months, an exclusion can cover regulated online gaming, Alberta's casinos and racing entertainment centres, or both. Exclusion begins right away, and there is no early cancellation.
The Alberta program is written for Alberta venues, not a casino on the Saskatchewan side. Anyone enrolled in Alberta should ask Guest Services before going in.
Help lines on both sides
- Saskatchewan Problem Gambling Helpline: 1-800-306-6789. It gives free, confidential help 24 hours a day from trained counsellors, and it is the number the casino's contact page gives for Saskatchewan residents.
- Addiction Helpline (Recovery Alberta): 1-866-332-2322, free, confidential and open 24/7, covering problem gambling for residents of the Alberta side. 211 Alberta also refers people to gambling support.
- On the casino's side of the line, Lotteries and Gaming Saskatchewan (LGS), a Crown corporation, oversees all lotteries and gaming in the province. A different body, the Saskatchewan Liquor and Gaming Authority (SLGA), handles regulation.
